The number of Americans receiving food stamps increased significantly after the economic recession of 1981-1982. As a result, President Ronald Reagan commissioned the Task Force on Food Assistance to study the problem of hunger in the United States. In January 1984, the task force made its recommendations to President Reagan, suggesting that states be allowed to drop out of the federal food stamp program and use federal block grant money to develop their own programs. Critics, including Senator Ted Kennedy (D, MA), who had conducted his own study of hunger, condemned the idea because it could result in uneven assistance to the poor across the country.
