Offered in 0 more formatsSince the late 1940s the white minority government in South Africa engaged in a policy of apartheid, or government-enforced segregation. For many years, in part due to the cold war, the United States did not take significant action. In 1976, following a rebellion in Soweto that left 600 dead, President Carter made it clear that the United States supported black majority rule. Later, President Reagan reversed this policy and reverted to one of quiet persuasion. However, in 1984 the United States Congress called for sanctions against South Africa and in 1986 passed the Comprehensive Anti-Apartheid Act (CAAA) despite Reagan's veto. After South African president F. W. de Klerk began negotiating with Nelson Mandela in the early 1990s, the United States repealed the sanctions.
