During his first term in office, President Ronald Reagan announced that the United States was embarking on a "war against drugs". These efforts largely centered on preventing drugs from entering the country, while funds for social services such as prevention and treatment programs were cut. Many prominent Democrats began to argue that the administration was not focused on solving the nation's drug problems, and argued for programs that focused on treatment for drug users rather than punitive actions.
