Supporters of gun control argued that close regulation was needed for public safety, while gun rights advocates, such as the National Rifle Association (NRA), cited the right to bear arms guaranteed in the Second Amendment of the U.S. Constitution. The NRA began direct lobbying of Congress in 1975.
