With backing from the newly created Environmental Protection Agency (EPA), scientists in the 1970s began a series of experiments to determine the ability of American waterways to sustain life. Fish were subjected to water treated with chemical runoff from factories and evaluated. The poor condition of many American rivers and lakes led to an increase in federal funds for cleanup efforts.
