The National School Lunch Program (NSLP) was created by the National School Lunch Act in 1946. Shortly after taking office in 1981, President Ronald Reagan slashed $1 billion from the NSLP, charging the U. S. Department of Agriculture (USDA) with the task for reformulating nutritional guidelines to fit the new budget. Congress heard testimony from low-income parents whose children would be affected by the cuts, and from the Food Research Action Center, who pointed out that under the new guidelines, condiments such as ketchup and pickle relish could be considered vegetables.
