Wade that effectively legalized abortion in the United States, many conservative politicians and church leaders worked to reverse the decision. In 1981, Senator Jesse Helms, a Republican from North Carolina, introduced the Human Life Bill, which would have defined conception as the beginning of human life. A series of Senate hearings followed the introduction of the bill. Dr. Carolyn Gerster, one of the founders of the National Right to Life Committee, an anti-abortion group, testified that she believed that abortion was a violation of the right to life, liberty and the pursuit of happiness guaranteed in the Declaration of Independence.
