In a controversial move, President Ronald Reagan opposed a 1982 bill that would have extended provisions of the Voting Rights Act of 1965. Supporters of the president argued that the amended bill would have the effect of creating racial quotas within the electoral system. Despite the president's challenge, the bill passed with overwhelming majorities in the House and Senate.
