In the early 1980s, Senator Jesse Helms, a Republican from North Carolina, sought to overturn many of the provisions of the Supreme Court decision in Roe v. Wade, which effectively legalized abortion throughout the United States. Helms introduced the Human Life Bill, which would have declared that human life begins at conception and that the Senate found the decision in Roe v. Wade to be "in error". Senator Bob Packwood, a Democrat from Oregon, led the opposition against the bill.
