In his 1989 "Farewell Address to the Nation", President Ronald Reagan refers to the United States as a "shining city upon a hill", a phrase first used by John Winthrop in the 1630s to describe the Massachusetts Bay Colony. Reagan believed that during his eight years as president, he helped make the "city" a more secure place, with expanded opportunities for those within it. Reagan left office with a 50-percent approval rating - the highest of any departing president.
