The extent of chemical warfare during World War I had unsettled Europeans. As World War II approached, the British government decided to distribute gas masks to the entire population of Britain. Distribution took place during the Munich Crisis of 1938, during which Prime Minister Neville Chamberlain conceded the Sudetenland to Adolf Hitler, for the promise that Germany would not attempt to annex any more territory.
