At the start of World War II, the British government would not allow citizens to use London Underground stations as air-raid shelters, maintaining that public restrooms would quickly be overwhelmed, contributing to the spread of disease. However, after the Blitz began in September 1940, people ignored the restrictions and crowded onto Underground platforms to escape the bombs.
