At the request of a US Senate committee, the Government Accountability Office prepared a report reviewing the Environmental Protection Agency's Spill Prevention, Control, and Countermeasure rule, which had regulated above-ground oil storage since 1973. The report, delivered in April 2008, describes how the various Agency regions implement the program, emphasizing inspection and enforcement, identifies the data the Agency has to implement and evaluate the program, and examines the extent to which tank programs in selected states provide examples of how the Agency might improve its implementation. Among the conclusions are that the Agency has access to only limited information, and that it should coordinate efforts more closely with state efforts. This publication is an excerpt of that report.
